A design response to increasing tidal surge events.

Historic weather and geological events are making new records. All remember
the 2011, 9.0 magnitude earthquake in Honshu, Japan that triggered a tsunami
that altered the geological context along the Pacific Rim. In the US, the 2005,
'Hurricane Katrina' forever ingrained into our psyche, the devastating effects of a
category 5 storm surge. In these singular and separate events, the majority of
death and destruction came not from the ground shaking or the high winds, but
from the resultant torrent of water accompanying these disasters.
These are extreme examples of the damage a tsunami or a major storm surge
can cause, but even minor flooding can be disruptive to the populous and
infrastructure.
Tens of millions of people inhabit threatened coastal regions around the world,
thirty million in the US alone: the North and South Pacific, The Gulf of Mexico and
Caribbean are only a few of these "threatened" areas. A minor tsunami or flood of
just a few centimeters can bring discourse and chaos to inhabitants.
